Role Purpose
The Engineering & Operations Program Manager is responsible for the end-to-end delivery of MOFN programs, ensuring seamless coordination between engineering design, implementation, and operational readiness. This role acts as the central point of accountability, translating strategic objectives into executable programs that are delivered on time, within scope, and to agreed quality standards.
This role ensures that customer engineered solutions are delivered in a way that is operationally sound, scalable, and resilient, reducing delivery risk, improving service quality, and enabling smoother transitions from build to steady state operations.
This is a critical role ensuring the smooth operation, expansion, and optimization of our network to meet the growing demands of our customers and will partner and work closely with leaders across the organization, aligned with the overall organizational goals and company mission/vision.
The ideal candidate will have a proven track record as an effective leader and will thrive in a fast-paced environment where personal responsibility and open, direct, respectful communications are essential.
This position reports directly to Director of Strategic Network Operations.

Key responsibilities
- Develop and manage MOFN program plans, schedules, milestones, dependencies, and risks
- Coordinate cross-functional teams including engineering, operations, IT, vendors, logistics, and external partners
- Ensure alignment between network design, infrastructure deployment, and operational requirements
- Oversee vendor management, including BOM creation, procurement coordination, and delivery tracking
- Manage change control, governance, and quality assurance processes across all MOFN customer accounts
- Ensure accurate documentation of physical and logical network designs and configurations
- Support installation, commissioning, system integration, and service provisioning activities
- Provide clear, regular status reporting to stakeholders, including risks, mitigations, and progress updates
- Drive readiness for handover into operations, including validation and quality checks
- Communicate with Engineering and Project managers involved in provisioning activities.
- Contribute to the completion of specific programs and projects.
- Obtain quotes, procure hardware, and ensure delivery and installation.
- Document all work in line with industry best practice / operational standards.
- Manage customer relationships, including support contracts, escalations, and lifecycle planning.
Key skills and Experience
- Proven experience delivering complex engineering or network infrastructure programs
- Experience working with vendors, suppliers, and logistics partners
- Strong stakeholder management and communication skills, including executive-level reporting
- Ability to manage multiple workstreams in a fast-paced, technically complex environment
- Strong leadership, decision-making, and communication skills.
- Ability to manage complex projects and competing priorities.
- Proactive, detail-oriented, and highly organized.
- Ability to work in mission-critical, 24x7 environments.
- Experience in network infrastructure roles
- Strong technical foundation in DWDM and ethernet technologies
- Experience managing multi-vendor environments (e.g., Cisco, Nokia, Ciena).
- Demonstrated experience in incident response, root cause analysis, and change management.
- Ability to create accurate network diagrams and documentation for design and planning network communication systems.
- Provides specific detailed information for hardware and software selection.
- Ability to quickly learn new or unfamiliar technology and products using documentation and internet resources.
- Good analytical and problem-solving skills.
- Dependable and flexible when necessary.
