As the Business Manager for EMEA Business & Project Controls, you will own the operating rhythm and core business mechanisms that enable the function and wider EMEA DCCD organisation to operate efficiently, consistently and at scale.
You will work closely with the EMEA Business & Project Controls Lead and DCCD leadership to translate strategic priorities into clear actions, governance mechanisms, organisational processes and measurable outcomes.
You will sit at the intersection of people, process, governance, information and continuous improvement.
You will own mechanisms including annual and quarterly planning, organisational goals, EMEA Focus Areas, business reviews, leadership reporting, communications, organisational planning, headcount mechanisms, talent cycles, financial governance and continuous improvement.
A significant part of the role will involve identifying gaps where mechanisms do not yet exist or are not operating effectively. You will assess the problem, determine the appropriate solution, align stakeholders, stand up scalable mechanisms where required and transition them to sustainable long-term ownership.
The successful candidate will be able to think strategically while executing tactically, operate effectively in ambiguity, write clearly for senior leadership and exercise strong business judgement. They will have exceptional organisational skills and a passion for building simple, scalable and durable mechanisms.

Key job responsibilities
Key Responsibilities

Business Planning & Governance
You will establish and maintain the EMEA rhythm of business - including WBRs, MBRs, Quarterly Clinics, portfolio reviews and leadership reviews - with clear calendars, owners, inputs and outputs. You will coordinate annual and quarterly planning cycles, maintain alignment between long-term strategy and near-term execution, and own the goal-development cycle from drafting through to progress reporting. You will also own Focus Area governance, tracking sponsor accountability, milestones, risks and dependencies through to completion.

Portfolio Governance & Executive Reporting
You will coordinate executive business reviews and produce concise, decision-oriented reporting that communicates what changed, what is off-track, why it matters, and what action is required. You will support cross-functional governance with partner organisations, surface and resolve dependencies and ownership gaps, and establish structured mechanisms for capturing leadership actions and decisions with clear ownership and due dates.

Business Operations & Organisational Management
You will maintain accurate headcount data - rosters, open positions, attrition and hiring progress - and coordinate resource-planning exercises in partnership with Finance, Recruiting and leadership. You will support hiring pipeline visibility, coordinate onboarding for new starters, and maintain team charter, organisational structure and role-clarity documentation.

Talent & People Mechanisms
You will coordinate OLR activities with leadership and HRBPs, maintain a forward-looking promotion slate with progressive review mechanisms throughout the year, and support succession planning and capability gap identification.

Communications & Organisational Engagement
You will develop clear, concise communications on behalf of B&PC leadership - including town halls, monthly updates, project kick-offs and organisational change communications. You will own governance of team SharePoint, Wiki and shared repositories, ensuring employees can easily locate current information and governance artefacts.

Continuous Improvement
You will identify recurring pain points, investigate root causes, and recommend simple, scalable solutions. You will coordinate COE and lessons-learned mechanisms, ensure lessons translate into actionable improvements, and partner with Data & Digital and other functions to reduce manual work and support future growth.

What We're Looking For

Proven experience in business operations, programme management or a chief-of-staff type role, ideally within a large-scale infrastructure or technology organisation

Strong ability to synthesise complex information into clear, decision-ready narratives for senior audiences

Demonstrated experience owning governance mechanisms - planning cycles, business reviews, action tracking - across multiple stakeholders and organisational levels

Excellent written and verbal communication skills; able to draft leadership communications with minimal direction

High attention to detail with the ability to manage multiple workstreams simultaneously without losing sight of priorities

Comfortable operating with ambiguity and driving structure where none exists

Experience working across cross-functional teams and influencing without direct authority

About the team
AWS Infrastructure Services owns the design, planning, delivery and operation of AWS global infrastructure. We support the data centers and infrastructure that enable AWS customers to access the services they rely on every day.
Within AWS Infrastructure, the Data Center Capacity Delivery (DCCD) organisation is responsible for delivering hyperscale data center capacity across EMEA.
The EMEA Business & Project Controls team provides the governance, planning, reporting and project-performance insights required to improve predictability across the portfolio and enable leadership to make faster, data-driven decisions.
The team works across the full delivery lifecycle, from Preconstruction through Construction, Commissioning and Handover, partnering closely with Construction, Preconstruction, Commissioning, Cost Control, Procurement, Finance and other partner organisations.
Our role is not to directly manage individual projects. Our role is to establish the mechanisms, standards and portfolio-level insights that enable the wider organisation to execute effectively, identify emerging risks early and intervene before issues become critical.
The Business & Project Controls organisation includes capabilities across business management and operations, scheduling and planning, project controls governance, data and digital analytics, and future digital delivery capabilities.
