Senior NEC Project Manager

Tetra Tech is looking for a Senior NEC Project Manager to Shape one of Ireland's most significant infrastructure programmes and lead NEC delivery on a landmark water and wastewater scheme with real long-term public impact.

Purpose & Scope of the Role

This Senior NEC Project Manager role provides senior contract management and delivery leadership for the Greater Dublin Drainage programme. You will act as the principal client representative for NEC administration and contract decision-making, leading day-to-day contractor interface management across submissions, correspondence, payment, commercial processes and change control.

Working across a complex design and build environment, you will collaborate closely with technical, commercial, environmental, health and safety, communications and client-side colleagues to keep delivery aligned to scope, programme, quality, cost and contractual obligations. A key part of the role is maintaining control, identifying non-compliance early and driving practical resolution across a major capital programme.

The scale is substantial. The Greater Dublin Drainage programme represents an estimated €2 billion investment over six to seven years, with early works packages valued at around €25 million to €50 million and main construction contracts expected to follow from 2028, potentially reaching a combined value of €200 million to €400 million. The scheme includes a wastewater treatment plant, orbital sewer infrastructure and significant tunnelling and trenchless works in constrained urban conditions.

Your Impact in this position

In the short term, you will establish robust NEC contract administration, build trusted relationships with the contractor and client teams, and create confidence in commercial governance, decision-making and change control.

In the medium term, you will play a central role in delivering the early works and shaping the approach to the larger construction packages, gaining exposure to a nationally significant infrastructure programme with genuine complexity.

Over the longer term, this role offers continuity across multiple delivery phases, deep specialist experience in NEC on major water and tunnelling infrastructure, and strong visibility at senior level. For the right person, it is a standout opportunity to contribute to a legacy project of real public importance.

Core Capability 1: NEC Contract Leadership

You will be an accredited NEC Project Manager with the confidence to administer the contract consistently and rigorously. You will make timely, well-reasoned decisions, manage early warnings and compensation events, and apply NEC principles with discipline while keeping delivery moving.

Core Capability 2: Complex Infrastructure Delivery

You will bring proven experience of major infrastructure delivery, ideally on schemes above €100 million, or strong experience in the €50 million to €100 million range. Experience in wastewater, sewerage, large-diameter pipelines or trenchless and tunnelling works will be highly valuable in this technically demanding environment.

Core Capability 3: Stakeholder and Client Interface Management

This is a highly visible client-facing role. You will work confidently with the contractor, client commercial team, NEC Supervisor, technical leads and wider project stakeholders, balancing competing priorities while protecting the client's contractual position and maintaining strong working relationships.

Core Capability 4: Commercial and Contractual Control

You will oversee payments, schedules, change management, correspondence and commercial administration with precision. Working closely with commercial colleagues, you will help control cost, manage claims appropriately, record decisions accurately and challenge non-compliant works where needed.

Core Capability 5: Leadership and Team Coordination

You will lead a small team of commercial and technical specialists, bringing structure, pace and clarity to a complex delivery setting. This is a leadership role built on calm authority, collaboration and the ability to keep momentum across a long-duration programme.

Training, Qualifications and Experience

Accreditation as an NEC Project Manager is required. A degree, higher diploma or equivalent in engineering, construction, project management or a related technical discipline is expected, alongside substantial experience in major infrastructure delivery. Professional membership and additional development in NEC, commercial management, tunnelling or health and safety leadership would be advantageous.

Working Environment

This role is based on site in North Dublin and will initially be full-time on site to meet client requirements. The office is a temporary but well-equipped project facility. Hybrid or flexible working may be explored, but the role will remain primarily site-based due to the nature of the client interface and delivery responsibilities. The position is available immediately, with an expected start from September 2026 onwards, and relocation support may be considered for the right candidate joining from elsewhere in the UK or Ireland.
