The Role:

Working as part of a Billing Services Team, the Project Implementation Business Manager will report to the Billing Services Manager and will be supported by the Billing Manager. The Project Implementation Business Manager will be responsible for ensuring the interests are represented for large-scale transformation projects, such as the Trade Effluent Charging Framework Implementation Project (TECF) and the Non-Domestic charging period.

Main Duties and Responsibilities:
  • Represent Billing Services in all testing, business validation and key decision points for all projects and will ensure all business requirements are delivered as agreed.
  • The candidate will need detailed knowledge of all core and ancillary Customer Operations systems and processes to design and implement new and robust business practices.
  • Manage and maintain relationships with multiple stakeholders across Customer Operations, IT, Finance, Regulation and Legal to ensure business needs are met within financial and legal parameters.
  • The candidate will work closely with Senior Managers across the Billing Operations and wider Customer Operations team to provide regular status updates and communicate relevant risks and their proposed mitigations.
  • The candidate must be able to manage and deliver upon robust project deadlines and provide updates in line with the Uisce Éireann prescribed Project Management methodology.
  • Experience of large-scale project management, financial modelling and budget forecasting.
  • Support the Billing Services team in shaping and implementing efficient and effective processes and adoption of best practice with regards to the upgrading of core Customer Operation applications.
  • Support the Billing Services Senior Manager on all project activities such as, setting up appropriate meetings, setting stakeholder expectations, preparing, and setting activities, deadlines, and dependencies and monitoring risks.
  • Ensure key project dependencies are understood from a business perspective and tracked through the lifecycle.
  • Ensure detailed project plans are clearly communicated to and acted upon to relevant business areas and processes are in place to drive tasks/activities.
  • Build strong relationships with internal stakeholders in order to ensure maximum effectiveness and success.
  • Manage relationships with external stakeholders, including suppliers and third-party contractors as required.
  • Support continuous improvement through the identification and promotion of new initiatives and prioritisation of known initiatives.
  • Define, monitor and report on KPI's, promoting strong governance.
  • Define the business requirements and assist with the implementation activities and ensure all activities are supported and resourced.
  • Support the project team with other duties as required from time to time.
  • Perform other duties as required from time to time.


General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
  • Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
  • Other duties as required


Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • A minimum of 5 years' experience in the water, utilities or similar industries is desirable
  • Excellent knowledge of Uisce Éireann Customer 2 Meter (C2M) is desirable.
  • Experience in managing end-to-end processes to ensure delivery meets customer expectations.
  • Relevant experience in delivering large scale projects within an utility is preferable.
  • Experience in financial modelling and forecasting through monitoring previous trends customer patterns.
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and offer guidance and support to make the right decisions.
  • Relevant experience in business transformation/business change projects.
  • Knowledge and understanding of the Uisce Éireann Customer Operations, IT, Finance, Regulation and Legal.
  • A good understanding and appreciation of the impact of business design decisions on the performance of the organisation.
  • An understanding of process excellence best practice would be advantageous.
  • Experience in managing end-to-end processes to ensure delivery meets customer expectations
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and offer guidance and support to make the right decisions
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Proactively identifying new areas of improvement by challenging current processes and encouraging creative thinking
  • Experience in contributing to a safe working environment by checking regularly that safety and wellbeing practices are being followed
