The salary scale for this role is €83,652 - €99,147.
New Entrants to the Public Sector commence on the first point of the Scale.

Bord Bia is seeking a Technical Programme Manager (TPM) to lead the day-to-day governance, planning, and delivery oversight of the SQAS Programme. The programme is a complex digital transformation, encompassing stabilisation of the live SQAS system, delivery of a new OGPS audit and certification module, and a structural de-risking of vendor dependency.
Please be advised this is a three year specified purpose contract.
What you’ll do
Develops and maintains a comprehensive, realistic programme plan covering all workstreams — stabilisation, OGPS build, and key-man de-risking — with clear milestones, dependencies, and critical path
Owns day-to-day programme governance, vendor management, and delivery oversight across all active workstreams
Chairs the Change Advisory Board (CAB) on the Bord Bia side, reviewing and approving all change requests before they enter the sprint cycle
Co-chairs the Design Authority alongside the Senior Technical Advisor, ensuring architectural decisions are reviewed and documented
Maintains and updates the programme risk register, RAID log, and issue escalation tracker — ensuring issues are raised in real time rather than managed retrospectively
Reviews sprint deliverables, release notes, and Jira velocity data, and provides a fortnightly delivery status pack to the Programme Owner
Enforces change control discipline — no scope changes proceed without documented approval through the CAB
Manages the Release Go/No-Go decision gate process, confirming all success criteria are satisfied before any production deployment
About You
Essential Knowledge, Skills Capabilities
Knowledge:
Proven experience (10+ years) as a programme or project manager delivering large-scale software or digital transformation programmes
Technical background — must be able to engage credibly with developers, architects, and QA professionals; interpret system documentation; and challenge delivery quality independently
Strong command of programme governance disciplines: risk management, change control, RAID logging, milestone planning, and stakeholder reporting
Experience managing third-party software vendors, including SLA monitoring and commercial accountability

Proficiency with agile/SDLC frameworks and delivery tools (Jira or equivalent)
Skills Capabilities:
Excellent written and verbal communication skills; able to produce clear, structured programme documentation and present confidently to senior stakeholders
Ability to operate with a high degree of autonomy while maintaining transparent, regular reporting lines
Desirable Knowledge, Skills Capabilities
Knowledge:
Experience of vendor dispute or programme recovery scenarios
Familiarity with data and security compliance obligations in the context of platform delivery
Skills Capabilities:
Experience in public-sector or semi-state programme delivery, including familiarity with OGP procurement frameworks
Background in food or agriculture certification / audit systems
