Organisational Context
Purpose of the Post
The Business Manager will support the General Manager in the governance, operational
management, service planning and performance delivery of Community Healthcare Services
across the Integrated Health Area (IHA) Cavan Monaghan.
Reporting to the General Manager, the post holder will provide strategic, operational and
business support to ensure the effective planning, coordination and delivery of services in line
with HSE priorities, national policies and the annual service plan.
The Business Manager will support key business functions including performance
management, governance, risk management, quality improvement, workforce planning,
financial oversight and project management. The role requires close collaboration with service
managers, multidisciplinary teams, funded agencies and other stakeholders to support the
achievement of service objectives.
The post holder will assist in translating national and regional priorities into local service
delivery plans, monitor performance against agreed targets and support service improvement
initiatives across the Community Healthcare Area.
The Business Manager will act as a key liaison across services and programmes, promoting
collaboration, accountability and continuous improvement to support the delivery of highquality,
person-centred services for the population of Cavan and Monaghan.

important role in delivering health and social care services.
The Integrated Health Area (IHA) Cavan Monaghan is part of the HSE Dublin and North East
Health Region and is responsible for delivering integrated acute and community healthcare
services across Counties Cavan and Monaghan.
Services include Primary Care, Older Persons Services, Disability Services, Mental Health
Services, Health & Wellbeing Programmes, Acute Hospital Services, Home Support and Social
Inclusion Services. The IHA is committed to delivering high-quality, person-centred care as close
as possible to people's homes and communities.
The Business Manager will support the General Manager in the effective delivery and
management of community healthcare services across Cavan and Monaghan. The role will
provide business, operational and governance support, working closely with service managers
and key stakeholders to support service planning, performance management, quality
improvement and the achievement of strategic objectives.

i) Demonstrate your significant operational experience working at a senior level in a health related service as relevant to this role,
including experience of budget planning and resource management processes.

ii) Demonstrate your ability in developing and implementing plans at a strategic and operational level and a track record of delivering significant
change in a complex multi stakeholder environment as relevant to this role.
And
iii) Demonstrate ability to build effective working relationships with a range of internal and external stakeholders to support the delivery of national, regional and local priorities.
And
iv) Demonstrate significant experience of leading and managing a team including strong leadership, organisational,
communication and analytical skills, with experience in service planning, performance management, governance and project delivery.
And
v) Demonstrate the requisite knowledge and ability (including a high standard of suitability and Management ability) for the proper discharge of the duties of the office.
