Organisational Context

Purpose of the Post

The Business Manager will support the General Manager in the governance, operationalmanagement, service planning and performance delivery of Community Healthcare Servicesacross the Integrated Health Area (IHA) Cavan Monaghan.

Reporting to the General Manager, the post holder will provide strategic, operational andbusiness support to ensure the effective planning, coordination and delivery of services in linewith HSE priorities, national policies and the annual service plan.

The Business Manager will support key business functions including performancemanagement, governance, risk management, quality improvement, workforce planning,financial oversight and project management. The role requires close collaboration with servicemanagers, multidisciplinary teams, funded agencies and other stakeholders to support theachievement of service objectives.

The post holder will assist in translating national and regional priorities into local servicedelivery plans, monitor performance against agreed targets and support service improvementinitiatives across the Community Healthcare Area.

The Business Manager will act as a key liaison across services and programmes, promotingcollaboration, accountability and continuous improvement to support the delivery of highquality,person-centred services for the population of Cavan and Monaghan.

The HSE is the largest employer in the State, with over 111,000 employees, all of whom play animportant role in delivering health and social care services.

The Integrated Health Area (IHA) Cavan Monaghan is part of the HSE Dublin and North EastHealth Region and is responsible for delivering integrated acute and community healthcareservices across Counties Cavan and Monaghan.

Services include Primary Care, Older Persons Services, Disability Services, Mental HealthServices, Health & Wellbeing Programmes, Acute Hospital Services, Home Support and SocialInclusion Services. The IHA is committed to delivering high-quality, person-centred care as closeas possible to people's homes and communities.

The Business Manager will support the General Manager in the effective delivery andmanagement of community healthcare services across Cavan and Monaghan. The role willprovide business, operational and governance support, working closely with service managersand key stakeholders to support service planning, performance management, qualityimprovement and the achievement of strategic objectives.

i) Demonstrate your significant operational experience working at a senior level in a health related service as relevant to this role,

including experience of budget planning and resource management processes.

And

ii) Demonstrate your ability in developing and implementing plans at a strategic and operational level and a track record of delivering significant

change in a complex multi stakeholder environment as relevant to this role.

And

iii) Demonstrate ability to build effective working relationships with a range of internal and external stakeholders to support the delivery of national, regional and local priorities.

And

iv) Demonstrate significant experience of leading and managing a team including strong leadership, organisational,

communication and analytical skills, with experience in service planning, performance management, governance and project delivery.

Andv) Demonstrate the requisite knowledge and ability (including a high standard of suitability and Management ability) for the proper discharge of the duties of the office.

• Flexibility regarding working hours to meet demands of post.
• Have access to appropriate transport to fulfil the requirements of the role as you will be required to travel throughout IHA Cavan Monaghan/ relevant Community Healthcare Area and attend meetings as required.
