The Role:

Uisce Éireann Asset Operations forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards. Asset Operations has responsibility for operational and maintenance strategy, policies, planning, national and regional Water and Wastewater standard operating procedures, and management of operational expenditure.

The Roads & Utilities team sits within the Control function of Asset Operations. The team will have overall responsibility standing up and implementing a consistent Road Opening Licence and Reinstatement structure for Asset Operations works nationwide. The team will drive the establishment of arrangements with other utilities and stakeholders where Uisce Éireann infrastructure interface including with rail, electricity, gas, waterways, and telecoms agencies.

The Roads and Utilities Analyst will be a key member of the Roads & Utilities team and will report to the Roads & Utilities Technical Lead. The role will support the implementation and management of standardised national processes and ways of working for Road Opening Licencing and Reinstatements, ensuring compliance with regulatory requirements, Department of Transport guidelines (TII Specifications and other) and industry best practices.

The role will support Regional Operations in progressing legacy issues, transitioning to the future model and the development of strong relationships with key internal and external stakeholders. The Roads and Utilities Analyst will assist in establishing arrangements with other utilities and stakeholders where Uisce Éireann infrastructure interface including with rail, electricity, gas, waterways, and telecoms agencies.

The role is primarily office-based, with occasional requirements to attend offsite meetings.

Main Duties and Responsibilities:
  • Support the development and operation of effective Road Opening Licence processes and systems to ensure all road openings comply with regulatory requirements, TII Specifications and recognised industry best practice.
  • Assist Regional Operations teams in the management of Network Repair Crews carrying out road opening and reinstatement works.
  • Manage Road Opening Licences for Asset Operations, including defect resolution, reporting and coordination with Regional Operations teams and relevant crews.
  • Procure and manage permanent reinstatement contractors in line with Road Opening Licence processes, contract conditions and compliance requirements.
  • Use IT and Asset Management systems as a core part of daily work. Key tasks and systems include: -
    • Preparing documentation, plans and presentations using Microsoft Word and Microsoft PowerPoint.
    • Preparing reports using Microsoft Excel and Power BI.
    • Managing Road Opening Licences on the MapRoad Licensing system.
    • Managing contractor works in Maximo.
    • Raising purchase orders and processing contractor payments in Oracle.
    • Managing and dispatching work orders using GIS.
  • Manage customer complaints, contractor compliance, payments and defects.
  • Attend and contribute to stakeholder meetings and site meetings as required.
  • Build and maintain strong working relationships with Road Authorities.
  • Coordinate with external utility providers and stakeholders including rail, electricity, gas, waterway and telecoms agencies.
  • Work closely with internal teams including Regional Operations, Asset Operations Workflow, Infrastructure Delivery, Connection Developer Services and Asset Planning.
  • Promote and maintain a knowledge base for relevant standards and specifications, particularly the Purple Book and TII National Road Specifications. Support a culture of continuous improvement in reinstatement and licensing processes.
  • Assist in monitoring and reporting against Key Performance Indicators.
  • Ensure compliance with Uisce Éireann's Health and Safety, Environmental and Quality policies for all road opening and reinstatement activities.
  • Ensure adherence to Department of Transport traffic management requirements during project delivery.
  • Undertake required training as organised by Uisce Éireann.
  • Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
  • Provide support to, and escalate issues appropriately to, the Roads and Utilities Technical Lead and Manager.
  • Carry out other duties as reasonably assigned by the Roads and Utilities Technical Lead and/or Manager in line with business needs.


Knowledge, Skills and Experience:
  • Relevant third level qualification and/or accreditation desirable and/or equivalent work experience.
  • Minimum of three years' experience in an engineering or related discipline, ideally within road management or utilities.
  • Strong IT capability with experience using Microsoft Word, PowerPoint, Excel, Maximo, Oracle, GIS, MapRoad Licensing and related systems.
  • Excellent interpersonal, communication and influencing skills.
  • Valid, clean, and full category B Irish driving licence. Additional Driving Licence categories an advantage. A clean driving licence is defined as meaning that the applicant has not been convicted of an offence under the Road Traffic Acts (other than an offence for which the penalty is the imposition of penalty points).
  • In-depth Experience coordinating works with internal and external stakeholders.
  • Strong understanding of commercial contracts, dispute management, risk mitigation and delivering to quality, time and cost.
  • Knowledge of legislation and standards relating to works on public roads, including the Purple Book and TII Specification for the Reinstatement of Openings in National Roads is an advantage.
  • LASNTG basic and/or advanced road opening and reinstatement accreditation desirable.
  • Valid Safe Pass desirable.
