The Role:

The Financial Governance and Compliance Function delivers all Integrated Assurance activities and Continuous Controls Monitoring for Uisce Éireann. The function plays a key role in supporting the CFO and other Finance teams in activities related to oversight groups such as the Water Advisory Board, Public Accounts Committee and Oversight Monitoring Group. Additionally, the function is responsible for delivering the Expenditure Approvals Committee process in conjunction with the Commercial Team and drives an effective review process for commercial contracts in Uisce Éireann. It also oversees all Insurance activities for Uisce Éireann and provides preliminary audits and review services of the business on contracts implementation.

Reporting to the EAC Governance Technical Manager, the EAC Approvals Advisor works alongside the Approvals Technical Lead in ensuring that Uisce Éireann's expenditures meet established criteria, policies and procedures. The role holder collaborates with cross functional teams, analyses financial data and provides insightful unput to support effective decision making related to spending and resource allocation.

Main Duties and Responsibilities:

  • Support the EAC Governance Technical Manager and the EAC Approvals Technical Lead in examining expense proposals considering Uisce Éireann's overall fiscal strategy, advising on budget spending priorities and initiating reviews of individual ongoing programmes.
  • Work to enhance the EAC's effectiveness and improve business decision-making.
  • Ensure that all proposed expenditures comply with applicable laws, regulations, and internal policies
  • Commit expenditure only to the levels defined in the approved Uisce Éireann budget
  • Verify that proper procurement procedures, approval thresholds, and documentation requirements are followed
  • Evaluate potential risks associated with proposed expenditures, considering factors such as financial sustainability, operational impact, legal compliance, and reputational risks.
  • Approve or reject expenditure requests based on established criteria, financial feasibility, compliance, and risk considerations.
  • Maintain accurate documentation of the expenditure approval process, including meeting minutes, supporting documents, and audit trails to ensures transparency and accountability of the rationale behind decisions and actions taken.
  • Enhance expenditure approval processes and controls, monitoring the effectiveness of existing procedures, identifying areas for improvement, and recommending enhancements or revisions where applicable
  • Collaborate with internal and external auditors to provide necessary documentation, respond to inquiries, and support audits related to expenditure approvals


General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Other duties as required.


Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • A minimum of 3 years' Experience in the water, utilities or similar industries is desirable
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
