Is sinne Uisce Éireann. Gach lá, bímid freagrach as seirbhísí uisce atá slán, sábháilte agus inbhuanaithe a sholáthar do mhuintir na hÉireann. Mar fhóntas uisce rialáilte náisiúnta na hÉireann, is í ár bhfís go mbeidh Éire inbhuanaithe ann ina bhfuil meas ar uisce agus ina bhfuil sé cosanta, don domhan agus do na saolta uile a gcothaítear leis.

Is é an cuspóir atá ag Uisce Éireann ná a bheith inchurtha leis an dúshlán a bhaineann le seirbhísí bunathraitheacha uisce a sholáthar chun go mbeidh rath ar phobail. Ciallaíonn sé sin go bhfuilimid bródúil as an bhfreagracht a ghlacadh as ár soláthar uisce a chosaint agus córas sábháilte uisce a chur ar aghaidh chuig daonra atá ag fás go tapa agus fás sóisialta agus eacnamaíoch na hÉireann a chumhachtú.

Táimid paiseanta faoi chumhacht a thabhairt dár ndaoine, iad a chumasú tionchar dearfach a bheith acu ar phobail ar fud na hÉireann. An Ról:

Tugann an Fheidhm Dhlí an saineolas dlíthiúil is gá don eagraíocht agus tugann sí an tacaíocht is gá don ghnólacht le go mbeidh sé in ann freastal a chuid riachtanas gnó ó lá go lá agus a gcuid oibleagáidí dlíthiúla agus rialála a chomhlíonadh. Mar chuid den obair seo tá comhairle a chur ar lucht an ghnólachta faoi shainréimsí, cúrsaí dlíthíochta a bhainistiú, athbhreithniú a dhéanamh ar cháipéisíocht dhlíthiúil, beartais agus conarthaí san áireamh, agus tuairimí a thabhairt fúithi, agus comhairle a thabhairt faoi chúrsaí rialála.

Tá an Oifig um Chosaint Sonraí freagrach as a chinntiú go bhfuil Uisce Éireann ag cloí go hiomlán leis an reachtaíocht ar fad maidir le Cosaint Sonraí (CS) mar aon le straitéisí CS a fhorbairt agus a chur i bhfeidhm ar fud na heagraíochta. Cinntíonn an fhoireann comhlíonadh leis na riachtanais chosanta sonraí agus phríobháideachais le linn dóibh cur chuige atá inmharthana ó thaobh na tráchtála de. Aithníonn an fhoireann agus déanann siad measúnachtaí Tionchair Príobháideachais agus cuireann siad comhairle ar Uisce Éireann maidir le comhlíonadh CS, príobháideachais agus na dlíthe ábhartha. Chomh maith leis sin, tá siad freagrach as polasaithe, fógraithe, comhaontuithe agus nósanna imeachta CS a chruthú agus a choinneáil cothrom le dáta, rud a chinnteoidh go bhfuil comhaontuithe maidir leis an bpróiseáil sonraí in áit leis na tríú páirtithe a bhíonn ag láimhseáil na sonraí pearsanta agus a dhéanann iniúchadh ar na gearáin agus ceisteanna a ardaíonn as an CS chomh maith lena bhfreagairt. Ina theannta sin, déanann OCS maoirseacht[SH1] ar chomhlíonadh Achtanna na dTeangacha Oifigiúla, agus cuireann sé treoir ar fáil maidir le comhlíonadh gníomhaíochtaí rialachais faisnéise eile, amhail rialachas IS agus an Rialachán maidir le Sonraí Oscailte.

Le linn a bheith ag tuairisciú don Oifigeach Cosanta Sonraí, tá an Ceannaire Teicniúil Dearbhaithe an Oifigigh Cosanta Sonraí freagrach as tacú le seirbhís cosanta sonraí a sholáthar agus a chur i bhfeidhm ar fud Uisce Éireann. Glacfaidh an ról seo freagracht as tacú le cosaint sonraí pearsanta na gcustaiméirí, na bhfostaithe agus na sonraí pearsanta ar fad eile de réir Rialacháin na hÉireann agus na hEorpa.

Príomhdhualgais agus Freagrachtaí:

  • Tacú le forbairt agus cur chun feidhme na straitéise um Chosaint Sonraí (CS) ar fud na heagraíochta
  • Treoir a chur ar fáil don ghnó maidir le comhlíonadh CS
  • Measúnuithe riosca a dhéanamh ar thionscadail agus meastóireacht a dhéanamh ar rioscaí CS agus rioscaí a bhaineann le príobháideachas
  • Tacaíocht a sholáthar don ghnólacht maidir le measúnachtaí Tionchair Cosanta Sonraí a dhéanamh
  • Imscrúduithe a dhéanamh ar aon ghearáin agus fiosrúcháin a bhaineann le CS

The Role:

The Legal function provides the organisation with the necessary legal expertise and support required by the business to meet its day-to-day business needs and legal and regulatory obligations. This includes advising the business in specialised matters, managing litigation matters, reviewing and providing input to legal documentation including policies and contracts, and advising on regulatory matters.

The Data Protection Office are accountable for ensuring Uisce Éireann are fully compliant with all Data Protection (DP) legislation along with the development and implementation of DP strategies across the organisation. The team ensures compliance with data protection & privacy requirements whilst maintaining a commercially viable approach. The team also identifies and conducts Privacy Impact Assessments and advises Uisce Éireann on compliance with DP, privacy and related laws. Additionally, they are responsible for creating and keeping updated DP policies, notices, agreements and procedures to ensure compliance, ensuring data processing agreements are in place with third parties handling personal data and investigating and responding to DP escalated complaints and enquiries. In addition, the DPO oversees[SH1] compliance with the Official Languages Acts, and provides guidance on compliance with other information governance activities, such as AI governance and Open Data Regulation.

Reporting to the Data Protection Officer, the DPO Assurance Technical Lead is responsible for supporting the delivery and implementation of a data protection service across Uisce Éireann. This role will assume responsibility for supporting the data protection of customer, employee and all other personal information in line with Irish and European Regulations.

Main Duties and Responsibilities:

  • Support the development and implementation of the Data Protection (DP) strategy across the organisation
  • Provide guidance to the business in relation to DP compliance
  • Conduct risk assessments of projects and evaluate DP and privacy related risks
  • Provide support to the business in relation to conducting Data Privacy Impact Assessments
  • Conduct investigations of any DP related complaints and enquiries
  • Conduct investigations of any alleged Data Breaches
  • Manage and maintain the Uisce Éireann Data Breach Register
  • Responsible for actioning Data Subject Requests and Data Subject Rights Requests including initial triage, and liaise with data stewards, including FOI Officer (where appropriate) and other business stakeholders and IT as necessary, through to preparation of final response
  • Manage and maintain a central, consolidated Data Subject Requests Register
  • Develop and deliver on-going DP awareness programmes and in-house training
  • Actively participate in appropriate data governance groups
  • Define monthly DP KPIs and Metrics in relation to DPO activities
  • Complete other data / privacy operational tasks as assigned, including ROPA (Article 30), and other assigned cross-functional activites.
  • Continuously review emerging developments for DP & privacy impact and implications


General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
  • Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
  • Other duties as required to include but not limited to guidance and compliance activities in respect of other regulatory frameworks relating to broader data and information European regulatory frameworks.


Knowledge, Skills and Experience:

  • Previous operational data protection and/or regulatory compliance experience (minimum 3-5 years)
  • Relevant third level legal or data protection qualification and or accreditation is desirable and or relevant experience
  • A minimum of 5 years' experience in the water, utilities or similar industries is desirable
  • Demonstrated people/project management experience, with strong people, change management and conflict resolution skills
  • Experience providing coaching in the development of the technical skills and abilities in others
  • Experience in managing end-to-end processes to ensure delivery meets customer expectations
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and offer guidance and support to make the right decisions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Experience in contributing to a safe working environment by checking regularly that safety and wellbeing practices are being followed
