Job summary

As Outsourcing Analyst within the OPOAC team, you will be a key contributor to the governance, compliance, and continuous improvement of CACI's third party management framework, covering all outsourced services (OSPs) and Information Communication and Technology providers (ICT providers) relationships. You will work in close collaboration with the Outsourcing and Procurement Manager and the Outsourcing Pilot, forming a team where alignment, communication, and shared responsibilities are central to success.

Governance and stakeholder coordination
  • Act as the central point of contact for third-party (OSPs and ICT providers) lifecycle matters, from initial assessment through contract management, performance monitoring, and offboarding
  • Serve as an advisor in the analysis of pipeline requests and provide process guidance for both OSP and ICT provider arrangements
  • Coordinate business, outsourcing, and ICT correspondents to optimize workflow and information sharing
  • Represent the Outsourcing and Procurement manager in various committees dealing with outsourcings and ICT providers.

Third party oversight management
  • Identify and detect new projects with third-party impacts, ensuring early onboarding, proper governance and risk mitigation
  • Ensure the outsourcing assessment methodology-including ICT provider assessment criteria is consistently deployed and implemented across the organisation
  • Maintain comprehensive registers (outsourcing and ICT providers) and ensure its completeness and accuracy
    Oversee incidents, risks, controls, and mitigation plans related to outsourcing activities and ICT provider services
  • Maintain oversight of third-party contracts, service level agreements (SLAs), and key performance indicators (KPIs) during the active management phase in compliance with contractual and regulatory obligations
  • Prepare consolidated reporting for the Executive Committee and Board providing clear visibility on the OSPs and ICT providers portfolio

Maintenance of standards and policies
  • Align CACI third-party management standards with CAA Group and CBI regulatory requirements, including OSP and ICT provider governance standards
  • Maintain and update the CACI outsourcing policy and procedures, ensuring organizational alignment and compliance readiness
  • Maintain key deliverable templates for both OSP and ICT provider arrangements, and provide implementation guidance to stakeholders
  • Support the implementation and embedding of the third-party management lifecycle framework in collaboration with Compliance, Risk, Legal, IT & project team
  • Ensure awareness of evolving regulatory requirements related to outsourcing, ICT services, and third-party management, and support onboarding

You will serve as a trusted advisor to internal stakeholders, drive cross-functional coordination, and ensure that outsourcing practices and ICT provider management remain aligned with both CAA Group standards and applicable regulatory requirements.

Candidate criteria

Minimal education level

Bachelor Degree / BSc Degree or equivalent

Academic qualification / Speciality
• Degree in Business Administration, Finance, Law, or a related field.

Experience

  • Minimum 5 years of proven working experience in outsourcing, third-party management, OSP management, ICT provider management, or related compliance/governance roles
  • Deep understanding of third-party management regulations and frameworks, including OSP and ICT provider governance
  • Knowledge of financial services and insurance regulatory requirements

  • Fluent in English; fluency in French is an advantage
