BNY Pershing is seeking an experienced Head of Client Asset Oversight (PCF-45) to provide independent oversight of the firm's client asset framework and help ensure compliance with applicable Irish regulatory requirements.

This is a senior leadership role with responsibility for overseeing the governance, control, monitoring and client asset framework supporting the safeguarding of client assets. The successful candidate will act as a key subject matter expert and partner to senior stakeholders across Operations, Risk, Compliance, Legal and the business, helping to maintain a strong control environment and effective regulatory engagement.

In this role, you'll make an impact by:

  • Leading the firm's client asset oversight framework in line with applicable Central Bank of Ireland requirements
  • Maintaining and enhancing the governance and control environment for safeguarding client assets
  • Acting as the designated PCF-45 role holder, subject to applicable regulatory approval and Fitness and Probity requirements
  • Overseeing key client asset controls and issue escalation processes
  • Developing and maintaining key client asset documentation, including governance and management frameworks
  • Providing effective oversight of breaches, control gaps, root cause analysis, and remediation plans
  • Delivering high-quality reporting and management information to senior management, governance forums, and boards/committees as required
  • Supporting regulatory interactions, audits, client asset examinations, and other assurance reviews
  • Working closely with key stakeholders to embed a strong culture of accountability, challenge and continuous improvement

To be successful in this role, we're seeking the following:

  • Significant experience in client asset oversight within financial services
  • Strong knowledge of the Client Asset Requirements, safeguarding principles, and related Irish regulatory expectations
  • Experience operating in a senior oversight or control role within a regulated entity
  • Demonstrated ability to engage credibly with regulators, senior executives, and control functions
  • Strong understanding of governance, risk management, and control frameworks
  • Experience updating a CAMP or similar client asset governance/control document

  • Proven track record in managing complex issues, investigations, and remediation activity
  • Excellent written and verbal communication skills, including committee- and board-level reporting
  • Degree or equivalent professional experience

Preferred qualifications:

  • Prior experience in a PCF, SMF, or other senior regulated role
  • Experience within custody or broker-dealer businesses
  • Experience managing external examinations, internal audit reviews, or regulatory inspections

This PCF role will be subject to your ongoing compliance, to our satisfaction, with the Central Bank's fitness and probity standards and any other applicable requirements relevant to your role This PCF position, for the purposes of Section 23 of the Central Bank Reform Act 2010, will require approval to be granted by the Central Bank of Ireland before a candidate commences employment.
